Looking to buy 1999 Eldorado Transit Bus - NEED ADVICE

For the past week I have been researching, visiting, and test driving a 1999 Eldorado Transit Bus. The bus is overall in pretty good condition, definitely needs some TLC cosmetically but mechanically it started right up and seemed pretty good. It has an 8.3L Cummings Engine that roared. It was used as a Rental Car transit bus at the Detroit Airport and has a lot of hours. The mileage on the odometer reads 7,800 so I was a little perplexed. Carfax report indicates that it was serviced in '02 listed with 123,000 miles. Obviously it has been rolled back somewhere along the line (it was sold at auction in late '0. If the bus checks out mechanically, and is overall is pretty good condition, is it worth the risk with the mystery mileage??

Might well have had the speedometer replaced.

check with eldarado to see if they still support everything in the bus for replacement parts etc.
