That's normal. And awesome! Not as common though. Sounds like you have a great bus!

Our biggest challenge in a short bus is working our floorplan around the wheel wells. Count your blessings

It varies. My first bus didn't have wheel wells, my second bus does. There were multiple height options around, 77" is common.

It's normal for some buses to be spec'ed as "flat floor" models, no wheel wells. Usually this is for wheelchair access models but I could foresee a district ordering all of them that way so they all use the same parts (chassis, brakes, suspension, etc.)
