Will the Rustoleum go over the 212 hole sealer or should I seal holes after I paint?

I don't know whether the 212 is paintable. You probably want to seal your holes with that as your last step.

One thing that I found on removing rusted screws - a quick tap with a hammer (I used a 3# sledge) can get the screws just loose enough that they'll be easier to back out.
