rusty metal floor - what product to use??

time to coat my floor, obviously cleaning and knocking off the loose rust is first, beyond that what product do you paint floor with? POR15, Rustoleum rusty metal primer, ospho or what?

I used a rust inhibitor called OSPHO. It was very inexpensive, easy to use, and there were no fumes involved... though it did smell funky as the leftover rust reacted with the chemical. After the OSPHO, I painted the entire thing with Rust-O-Leum "Rusty Metal Primer". Everything came out looking great!
