Wait to start light is chattering with relay on ECM together. Crank no start on 97 T444e 7.3 powerstroke. Glow plugs have not been changed. Starter went out trying to start. Had it rebuilt but still will not start. Didn’t want to go any further.

What does "chattering with relay on ECM together" mean? Is it possible to upload a video, possibly to youtube to illustrate this?
 
The little cube relay( 1 of 3 ) mounted on the face of the ECM seems to be in sync with the flashing of the “wait to start” light. Does not shut off until the key is turned off. I’ll try to post a video so it can be seen and heard, later today.
 
Relays chattering are either caused by a failing relay, poor ground or power connection or dead battery. swap out /replace the relay with another from your engine compartment. they are almost all the same. If the swapped out relay does not chatter, you need a new relay. If the swapped out one chatters, check your power connections.
 
Thank you sir. Yes sir, all of that has been done. Made sure of it when I replaced the starter. Even went back through them to make sure all were clean and secured. Still searching.
 
Relays were swapped out to see if maybe bad relay. Some issue
Put a light bulb on the power wire to the relay with the relay removed. Is the light bright or dim?
This test will identify the integrity of the wire and any connections to it that a multimeter will not pick up on.

Good point Ewo. I feel fairly confident that it is electrical issue. The rain has settled in for the last 2 days and I haven’t been able to open the hood. I will let you know once this rain stops.
