I did some research and posted it in a thread a couple of years ago, back when I lived there. IIRC the best bet was the National Park Service campground at MD Rt 193 and the Beltway, but it's dry camping. A short but dangerous hike to a Metro station.



You could call Cherry Hill RV Park on Cherry Hill Road in College Park, but they look pretty snooty from the road; may have an attitude about skoolies.



Don't know the VA side of things.
 
My last trip to DC, I stopped and asked a police officer where I could park. He pointed me to the FREE tour bus parking. Spent 3 nights there. The only challenge was walking the dog....

I know this is an older post, but for those searching yes cherry hill is a welcoming place for skoolies. I called ahead and confirmed I was told as long as we had water sewer and electric hookups we would be allowed. I was told if we were self contained that would be ok too but we may have a few more hoops to confirm if that was the case. We stayed two nights here and it was really pleasant albeit slightly expensive , but you won’t find much with this level of comfort in the area if you plan to see DC. The Rv park itself is really nice and worth every penny that they charge.
