What is this button

I found this switch in the wall by the handicapped door of a 2001 Bluebird TC 2000 It has multiple wires going to it. Anyone know how to disable? When the brown wire is attached the bus doesn't engage into drive or reverse. I have it all taped up with the brown wire not attached. Thanks so much
