What type of paint to use

Great ones,

Part of the process for registering my school bus is that I have to paint it. It can not be school bus yellow when I register it as an rv or what ever. Does anyone have any idea on what is a good "primer" to use. and how should I spray it on? I want to have a primer that is going to cover up the yellow/orange and black colors. How much prep work do you think I should do to the bus (ie sanding ) I am thinking just a nice somewhat even simple sanding to get the primer to stick.
Any help would be great, And yes I am will end up annoying alot of you with my questions. :D
 
220 sanding papper will do the trick and a good primer like rust olem, will do,roll what you can and brush the rest.....i painred my whole bus with rust olem paint...don't use walmart paint it will peel off...... the renegade keith
